To continue to pay for the students from public funds while the University revenue accumulates changes the entire aspect of the matter from one of relief, which the Foreign Office is competent to give, to a subsidy, which it is not. We should therefore be glad of your views as to what proportion of University revenue might reasonably be earmarked for this purpose.

I am sending a copy of this correspondence to the Treasury.
